SHENA’s Working Visit to Malaysia

PUTRAJAYA, MALAYSIA, 20-23 JANUARY 2026 - The delegation from the Safety, Health and Environment National Authority (SHENA), led by Yang Mulia Haji Muhsin bin Haji Ahmad, Chief Executive Officer of SHENA, has successfully concluded a series of official working visits to the Department of Atomic Energy Malaysia (ATOM Malaysia), the Malaysian Nuclear Agency, and the Department of Occupational Safety and Health (DOSH) Malaysia. The visits were undertaken to strengthen mutual understanding, foster institutional learning, and enhance bilateral cooperation in the governance of safety, health, and radiation protection.
During the visit to ATOM Malaysia, the delegation was received by Yang Mulia Hajah Noraishah binti Pungut, Director General of ATOM Malaysia. Comprehensive briefings and technical discussions were held on regulatory governance, assessment and licensing processes, radiation regulatory oversight, and technical support functions. The engagement provided valuable insights into Malaysia’s relevant legal and regulatory framework and the practical implementation of legislation governing radiation safety, security, and safeguards.
ATOM Malaysia also provided an in-depth knowledge of Malaysia’s integrated nuclear and radiological emergency preparedness framework, encompassing environmental radiation monitoring, simulation and decision-support capabilities, multi-agency coordination, and incident management.
The delegation further visited the Malaysian Nuclear Agency, solidifying SHENA’s insights into Malaysia’s arrangements for the safe and secure management of disused radioactive sources (DSRS), aligned with international standards and recognised best practices.
The visit to DOSH Malaysia focused on Occupational Safety and Health (OSH) governance and implementation, with engagements led by Yang Mulia Bahrudin bin Mamat, Deputy Director General (Occupational Safety) of DOSH Malaysia as well as engagement in bilateral sessions on Malaysia’s National OSH Master Plan, regulatory enforcement strategies, workplace compliance support mechanisms, occupational health management, and the regulation of major hazard industries as well as small-medium enterprises. These discussions provided practical perspectives on policy implementation, regulatory oversight, and risk management across wide range of sectors.
SHENA also visited selected DOSH facilities, gaining first-hand exposure to Malaysia’s operational environment, technical capabilities, and systems supporting OSH regulation, investigation, and enforcement.
As part of the DOSH programme, SHENA also undertook a working visit to the National Institute of Occupational Safety and Health (NIOSH) Malaysia, gaining insight into Malaysia’s national OSH training and research infrastructure, including facilities supporting workforce training, certification, and applied research initiatives.
Throughout the visits, SHENA and its Malaysian counterparts engaged in open and constructive exchanges on potential areas for future collaboration, including capacity building and technical knowledge sharing. These engagements reaffirmed the importance of continued cooperation between regional regulatory institutions in advancing safety, health, and radiation protection outcomes.
Overall, the working visits provided SHENA with valuable insights and experience that in order to support its ongoing efforts to strengthen regulatory governance and enhancing institutional capacity in Brunei Darussalam, in support of national priorities and long-term development objectives.
