Radiation Workers
Radiation Protection Officer (RPO): A technically competent person appointed by a licensee and approved by the Authority to supervise the application of radiation protection regulations, measures, and procedures.
General Radiation Workers (GRW): Any individual working under the instruction of the licensee, whether employed by the licensee, in the handling or use of, or in any activity that will bring him into contact with any radioactive material, nuclear material, radioactive substance or controlled apparatus.
Roles and Responsibilities of Radiation Workers

Registered GRW will act in accordance with instructions given by the RPO, subject to safety considerations.
Registration of Radiation Protection Officer (RPO) and General Radiation Worker (GRW)
The radiation licensee shall employ a competent person as approved by SHENA to carry out the duties and responsibilities of Radiation Protection Officer (RPO) and General Radiation Worker (GRW), collectively referred to as "radiation workers" for the purpose of this guidance. Eligibility to apply as a RPO/GRW will depend on the applicant's competency to meet the registration requirements.
All applications must be submitted to SHENA via radapplication@shena.gov.bn for approval. An initial assessment will be conducted to determine compliance with the general and specific requirements. Incomplete submissions will be rejected.

Registration Requirements
New and Renewal of RPO / GRW application are required to comply with the following

No. GRWs are registered with SHENA once only; there is no requirement for expiration or renewal.
Yes. The current licensee must notify SHENA regarding the termination of the GRW’s employment, which will lead to the individual’s removal from the registry. Following this, the new licensee must submit a new registration application for the GRW at the new company.

Temporary workers who will be in Brunei Darussalam for a duration less than one year are not required to undergo complete registration as GRWs. However, prior to their entry, the employing company must notify SHENA and submit the following documentation:
a) A copy of the worker’s passport;
b) Competency certification;
c) The worker’s most recent dose record; and
d) A letter of authorisation permitting the worker to undertake radiation-related work in Brunei Darussalam.
The company remains wholly responsible for ensuring the radiation safety and protection of the temporary worker throughout their assignment in Brunei Darussalam.
There is no maximum age limit established; however, the minimum age requirement is 18 years. It is essential that the RPO demonstrate ongoing competence and fitness to effectively perform the roles and responsibilities associated with the position.
Only one RPO shall be officially registered with SHENA per licence. Nevertheless, the licensee may designate an internal backup RPO within the organization, provided that the individual is a registered General Radiation Worker (GRW) and is deemed competent by the licensee to assume the roles and responsibilities of the RPO in their absence.
The validity of existing registrations will not be affected. For example, if an RPO registration is valid until 2027, it shall remain valid until its original expiration date in 2027.
RPOs and GRWs must be evaluated and declared fit to work by a registered medical practitioner in Brunei Darussalam. For further details, please refer to SHENA’s list of Registered Designated Workplace Doctor (DWD).
RPOs and GRWs are required to undergo a medical fitness examination at least once every three (3) years, as outlined in SHENA’s Radiation Technical Note (2025/RTN/04).
