Presentation of certificates to Indonesian construction workers under SHENA CSR Programme on Occupational First Aid Course

Bandar Seri Begawan, 17 November 2025 - The Safety, Health and Environment National Authority (SHENA) today held a certificate presentation ceremony for 41 Indonesian construction workers who completed their Occupational First Aid Course under SHENA’s Corporate Social Responsibility (CSR) programme, conducted in collaboration with the Embassy of the Republic of Indonesia to Brunei Darussalam.

The ceremony, hosted by SHENA, was attended by Yang Mulia Haji Muhsin bin Haji Ahmad, Chief Executive Officer of SHENA, and His Excellency Prof. Dr Achmad Ubaedillah, Ambassador Extraordinary and Plenipotentiary of the Republic of Indonesia to Brunei Darussalam. Also present were members of SHENA’s Senior Management Team, officials from SHENA and the Embassy of the Republic of Indonesia, as well as representatives from participating companies and the training provider.

In his remarks, Yang Mulia Haji Muhsin emphasised the significance of the programme in promoting workplace safety and health awareness, particularly among foreign workers in the construction industry, and the importance of workplace safety and health, but also to give workers essential first aid knowledge and skills. Since 2013, the construction industry has recorded 52 work-related fatalities out of 85 in total, accounting for approximately 61 per cent of all workplace deaths in Brunei coming from this industry. The leading causes continue to be falls from height, being struck by objects, crush injuries, and electrocution. The sector also continues to record the highest number of reportable injuries, with 48 cases in 2024 and 54 cases in 2025, representing a 12.5 per cent increase.

Data further shows that Indonesian and Bangladeshi nationals make up nearly 60 per cent of all reported workplace incidents, reflecting the significant presence in high-risk industries. Indonesian workers form a substantial part of Brunei’s construction workforce and play an essential role in nation-building.

The Occupational First Aid Course was conducted over three sessions from 23–24 October, 1–2 November, and 8–9 November 2025, by SavingLife Resources Company, an Approved Training Provider under SHENA. The course aimed to enhance participants’ understanding of workplace safety and health, and to equip participants with essential first aid skills to manage serious injuries and potentially save lives.

Yang Mulia Haji Muhsin expressed his appreciation to the Embassy of the Republic of Indonesia for its strong support and partnership in this CSR programme, and to the participating employers for prioritising the safety and well-being of their workers. He further encouraged companies to continue providing first aid training for their employees as required under the Workplace Safety and Health (First Aid) Regulations, 2021.

The CSR Occupational First Aid Course is part of SHENA’s ongoing commitment to fostering a safety-first culture across all industries and ensuring that every worker returns home safely each day.
