SHENA and ILO continues collaboration on National OSH Master Plan Workshop

Bandar Seri Begawan, 18 - 19 November 2025 – The Safety, Health and Environment National Authority (SHENA), in collaboration with the International Labour Organization (ILO), successfully concluded a two-day workshop held from 18 to 19 November 2025 in Bandar Seri Begawan.
The event builds on SHENA’s ongoing collaboration with the ILO following the 2024 workshop facilitated by the ILO’s expert mission, focusing on strengthening the implementation of ILO Convention No. 187- the Promotional Framework for Occupational Safety and Health, which Brunei Darussalam ratified in 2024.
This recent workshop once again brought together senior government officials, employers’ representatives, and workers’ associations, reaffirming Brunei Darussalam’s commitment to advancing its national occupational safety and health (OSH) system through an inclusive tripartite partnership.
Officiated by Yang Mulia Haji Muhsin bin Haji Ahmad, Chief Executive Officer of SHENA, the workshop outlined the vision, mission, and strategic objectives of Brunei Darussalam’s forthcoming National OSH Master Plan, which will guide OSH development and resource planning for the next decade. Participants were also presented with the finalised draft of the National OSH Policy and latest progress on the National OSH Profile both of which are set to be formalised as foundational instruments supporting the implementation of the Master Plan.
The expert mission further explored mechanisms for effective tripartite collaboration among government, employers, and workers to advance the national OSH agenda. Enhanced cooperation between these social partners will play a vital role in overseeing implementation, ensuring accountability, and fostering continuous improvement in workplace safety and health standards.
During the sessions, participants engaged in in-depth consultations with ILO Senior OSH Specialist, Yang Mulia Dr. Yuka Ujita, during which they identified priority areas for national action, including data-driven monitoring, competency development, and integrating OSH practices within national development frameworks.
As part of SHENA’s continued partnership with the ILO, a progress review meeting has been scheduled for mid-2026 to evaluate the initial phase of the National OSH Master Plan’s implementation. This represents a significant step towards enhancing OSH governance and aligning Brunei Darussalam’s efforts with international best practices.
The collaboration between SHENA and the ILO underscores Brunei Darussalam’s continued dedication to cultivating a proactive and preventative OSH culture that protects workers, enhances productivity, and supports the objectives of Wawasan Brunei 2035 for a high quality of life and a sustainable, diversified economy.
