Signing Ceremony for the Memorandum of Understanding between the Safety, Health and Environment National Authority (SHENA) and the Ministry of Manpower, Republic of Singapore, on the work attachment programme

Bandar Seri Begawan, 20 May 2026 – The Safety, Health and Environment National Authority (SHENA) signed Memorandum of Understanding (MoU) with the Ministry of Manpower (MOM), Singapore on Work Attachment Programme.

The signing ceremony  took place at the Balai Khazanah Islam Sultan Haji Hassanal Bolkiah, and was graced by Yang Berhormat Pehin Datu Lailaraja Major General (R) Dato Paduka Seri Awang Haji Halbi bin Haji Mohd Yussof, Minister at the Prime Minister’s Office and Minister of Defence II as the Minister-in-Charge of SHENA.

The MoU was signed by Yang Mulia Haji Muhsin bin Haji Ahmad, Chief Executive Officer of SHENA, and Yang Mulia Silas Sng, Divisional Director for the Occupational Safety and Health Division, Ministry of Manpower, Singapore.

The signing ceremony marked a significant milestone for SHENA as it represents SHENA’s first MoU with an international partner, as well as its first collaboration with an ASEAN member state in the area of occupational safety and health. The MoU reflects the shared commitment between both parties to strengthen cooperation, enhance competency development, facilitate skills transfer, and promote the sharing of best practices in workplace safety and health.

In his remarks, Yang Mulia Haji Muhsin bin Haji Ahmad highlighted that Singapore is internationally recognised for its maturity and strong governance in occupational safety and health, with well-established enforcement and surveillance systems that have contributed towards cultivating a strong safety culture. He shared that SHENA aspires to learn from Singapore’s experience and best practices as Brunei Darussalam continues progressing towards its vision of becoming a safe place to work and live.

The Chief Executive Officer of SHENA further emphasised that the partnership is timely following the launch of Brunei Darussalam’s National Occupational Safety and Health (OSH) Policy on 28 April 2026, which calls for a whole-of-nation approach towards strengthening occupational safety and health in the country. He noted that strategic collaborations and partnerships such as this MoU are essential in supporting the implementation and sustainability of the National OSH Policy.

Mr Silas Sng, Divisional Director of the Occupational Safety and Health Division, Ministry of Manpower Singapore, highlighted the strong and longstanding relationship between Brunei Darussalam and Singapore in advancing workplace safety and health standards. He shared that the Memorandum of Understanding reflects the shared commitment between SHENA and OSHD to strengthen collaboration through the Work Attachment Programme, providing opportunities for officers from both organisations to exchange knowledge, experience, and best practices in workplace safety and health.

The MoU is also expected to foster stronger professional networks and future collaboration opportunities between both organisations, particularly in areas relating to occupational safety and health development, consultation, and leadership capacity building.

The ceremony was also attended by His Excellency Mr. Yip Wei Kiat, High Commissioner of Singapore to Brunei Darussalam, Yang Mulia Dato Seri Paduka Awang Haji Sufian bin Haji Sabtu, Deputy Minister at the Prime Minister’s Office (Security and Law) as Chairman of the SHENA Board of Directors, members of the SHENA Board of Directors, and senior government officials of both sides.
