2nd Bilateral Meeting strengthens cooperation between SHENA and the Ministry of Manpower, Republic of Singapore

Bandar Seri Begawan, 21 May 2026 – The Safety, Health and Environment National Authority (SHENA) convened its 2nd Bilateral Meeting with the Occupational Safety and Health Division (OSHD), Ministry of Manpower (MOM), Republic of Singapore on 21 May 2026. The meeting was held following the signing of the Memorandum of Understanding (MoU) on the Work Attachment Programme between SHENA and MOM on 20 May 2026.
The bilateral meeting served as an important platform for both parties to deliberate on the structured implementation of the Work Attachment Programme and to reaffirm their mutual commitment to advancing occupational safety and health standards. Scheduled to commence in the third quarter of 2026, the programme is expected to meaningfully strengthen regulatory capabilities, foster substantive and practical knowledge exchange and catalyse the professional development of officers across both organisations.
The meeting also had productive dialogue on additional avenues for bilateral cooperation. SHENA expressed its keen interest in engaging OSHD subject matter experts to deliver specialised in-house training programmes, aimed at deepening regulatory competencies and enhancing organisational capacity within SHENA.
In turn, OSHD sought SHENA’s support for its forthcoming inspector training programme, to be conducted under the ASEAN Occupational Safety and Health Network (ASEAN-OSHNET) Workplan 2026–2030, developed in collaboration with the International Labour Organization (ILO).
The meeting underscored the continued commitment of both and OSHD towards advancing regional cooperation and elevating workplace safety and health standards through sustained knowledge exchange, robust capacity building, and purposeful strategic collaboration – all in support of fostering safer, healthier and more resilient workplace safety and health standards across the region.
