ESCOM launches Guidelines & Best Practices Series 2026
22 October 2026
Bandar Seri Begawan, 22 October 2026 – The Electrical Safety Committee (ESCOM), with the support of the Safety, Health and Environment National Authority (SHENA), today launched the ESCOM Guidelines & Best Practices Series 2026 (the Guidelines), reaffirming its continued commitment to enhancing electrical safety across workplaces and industries in Brunei Darussalam.
The launch and accompanying socialisation session were held at the Theatre Hall, Prime Minister’s Office, and were graced by Yang Mulia Haji Muhsin bin Haji Ahmad, Chief Executive Officer of SHENA, as the Guest of Honour.
In the opening remarks, the Guest of Honour underscored the importance of electrical safety in supporting Brunei Darussalam's safe and sustainable development, particularly as the adoption of technologies such as solar photovoltaic systems, electric and hybrid vehicles, and charging infrastructure continues to grow. These developments require effective risk management and appropriate safeguards to address the associated electrical hazards.
The Guest of Honour further emphasised that electrical safety is a shared responsibility requiring coordinated action between the Government, employers and workers, each playing an important role in maintaining safe working environments.
He encouraged organisations to integrate the guidance into their existing electrical safety practices, emphasising the importance of consistent and effective implementation.
Meanwhile, the Chairman of ESCOM, Yang Mulia Haji Noryasmin bin Haji Mohd Noor, described the launch as a key milestone marking the completion of ESCOM's second cycle of work, building on the foundations established during its first cycle. He highlighted that the Guidelines were developed through the collective efforts of ESCOM members, technical working groups and participating organisations, drawing on technical expertise and industry experience to address practical electrical safety challenges.
The socialisation session introduced five new Guidelines and best practices covering:
Solar photovoltaic design, installation and maintenance (outdoor);
Electrical installations for non-permanent installations;
Safe operation of portable battery-operated power tools;
Factory electrical safety; and
Factory hazardous area classification.
Participants gained an overview of the publications and exchanged knowledge and practical experiences on electrical safety.
The launch reaffirms ESCOM’s and SHENA’s commitment to strengthening electrical safety through continued collaboration and knowledge sharing and practical action.
Organisations are encouraged to translate the guidance into measures that protect workers and others exposed to electrical risks, contributing to safer workplaces and industries across Brunei Darussalam.
