SHENA concludes inaugural Work Attachment Programme for Singapore Ministry of Manpower officers in Brunei

Brunei Darussalam, 2 October 2026 – The Safety, Health and Environment National Authority (SHENA) successfully concluded its inaugural work attachment programme with officers from Singapore’s Ministry of Manpower (MOM), held in Brunei Darussalam from 21 September to 2 October 2026.
The two-week programme involved two officers from the Occupational Safety and Health Division (OSHD) of MOM, Singapore. As SHENA’s first work attachment initiative involving overseas regulatory officers, the programme provided a valuable platform for the exchange of regulatory knowledge, technical expertise, and practical experience in workplace safety and health.
The attachment focused on Brunei Darussalam’s regulatory framework for the management of major accident hazards, including safety case assessment, risk-based inspection planning, and the roles and responsibilities of duty holders. Discussions also covered regulatory considerations relating to mobile facilities, combined operations, decommissioning activities, and site restoration.
Through a series of technical discussions, case study reviews, and site visits, participants exchanged insights on regulatory approaches and operational practices relevant to both onshore and offshore facilities. The programme fostered mutual learning and enhanced technical cooperation between SHENA and MOM in the field of workplace safety and health regulation.
At the closing session, SHENA presented certificates of participation to the two OSHD officers and expressed its appreciation to the SHENA officers whose contributions ensured the successful delivery of the programme.
The successful completion of the attachment programme underscores the importance of international collaboration, technical exchange, and continuous learning in strengthening workplace safety and health regulatory capabilities. It also marks an important step in furthering enhancing bilateral cooperation between Brunei Darusssalam and SIngapore in promoting safer and healthier workplaces.
